Absolutely. And that “war” was waged largely against poor people suffering from addiction, mainly people of color. Many of my (white) family members have done time in that war.

Jailing people suffering from addiction seems just as brutally inhumane, ineffective and senseless as jailing people suffering from mental illness. And yet.
