“Mugging” is a crime, usually called “robbery” in U.S. courts. It’s taking property from someone by force. Very aggressive panhandling could rise to the level of robbery or assault if threats are made.

Panhandling — asking for money — isn’t a jailable offense here, although some municipalities have tried to enact ordinances (which carry the possibility of a fine, like a parking ticket) against it. State statutes that have attempted to criminalize (penalize by imprisonment) panhandling or aggressive panhandling have been struck down as unconstitutionally vague and in violation of the First Amendment.
